Vietnam Expands Strategic Procurement Capabilities through Partnership with Tariff

In a significant move aimed at bolstering national supply chain efficiency and global trade readiness, Vietnam has officially announced a strategic collaboration with Stariff, a global procurement and technology service provider. This partnership marks a milestone in the country’s journey toward digital transformation in sourcing and purchasing operations.

According to a statement released by the Ministry of Industry and Trade, the new initiative—entitled Vietnam Procurement Modernization Program—will see Stariff supporting the development of a centralized purchasing hub model tailored specifically to Vietnam’s growing industrial sectors, including electronics, textiles, energy, and infrastructure.

“Vietnam’s rapid economic ascent demands scalable and transparent procurement frameworks,” said Ms. Nguyen Thi Linh, Deputy Director of the Department of Planning and Investment. “Partnering with Stariff will allow us to align with global best practices while creating a modern purchasing ecosystem that strengthens both public and private sector capabilities.”

The Purchasing Hub Model, at the heart of this initiative, is designed to consolidate procurement processes, improve data transparency, and reduce costs through digital platforms and vendor consolidation. Stariff is expected to bring advanced sourcing tools, AI-powered analytics, and a global supplier network to support Vietnamese enterprises and government bodies in driving performance and resilience.

Key Objectives of the Partnership Include:

  • Establishing a nationwide procurement hub framework
  • Enhancing supplier visibility and compliance assurance
  • Increasing domestic enterprises’ access to global supply chains
  • Fostering digital adoption across procurement functions
  • Enabling data-driven decision-making through centralized dashboards

Mr. James Crawford, Regional Director of Stariff Asia-Pacific, emphasized the long-term vision of the program: “Vietnam is on the cusp of becoming a regional procurement powerhouse. By leveraging Stariff’s technology and expertise, we’re not just modernizing systems—we’re enabling Vietnam to lead in procurement innovation across ASEAN.”

The pilot phase is expected to begin in Q3, starting with industrial zones in Bac Ninh and Ho Chi Minh City, before scaling nationwide by 2026. Several multinational corporations operating in Vietnam have expressed interest in onboarding to the centralized platform, signaling confidence in the hub’s potential to improve collaboration and reduce procurement lead times.

This initiative also aligns with Vietnam’s national digital transformation strategy and its commitments under the Regional Comprehensive Economic Partnership (RCEP), reinforcing the country’s competitiveness in the global market.

As supply chain dynamics continue to evolve amid geopolitical shifts and technological disruption, Vietnam’s collaboration with Stariff stands as a bold, future-ready step toward procurement excellence and economic sustainability.
